Cap-and-trade defeated or just stalled?

For months countries have been playing carbon emissions chicken, no one willing to be the first to pledge themselves to Spain's go-green, 17 percent unemployment rate.  It was decided at the Asia-Pacific Economic Cooperation (APEC) summit meeting there was no way 192 nations could agree on the climate change treaty in the next 22 days. Copenhagen has gone from being a landmark treaty on climate change to essentially a grip-and-grin photo shoot for environmentalists.

We. Are. Thrilled.

However, before we get too cozy, world leaders have not eliminated idea of a carbons emissions caps.  They have simply pushed the deadline to a meeting in Mexico City later on this year.  It is up to you to continue sending a clear "no carbon caps" message to your representatives.
